Iraq offers a visa on arrival or e-visa to US citizens at major airports, but the State Department places Iraq at Level 4: Do Not Travel because of terrorism, kidnapping, armed conflict and civil unrest. The Kurdistan Region has a slightly softer Level 3 warning.
