Russia requires US citizens to get a visa before travel — the 16-day e-visa is not open to US passport holders, so a traditional tourist visa via a Russian embassy is the only route. The State Department places Russia at Level 4: Do Not Travel because of the war in Ukraine, arbitrary detention of US nationals, and severely limited consular services.
